ROE is not a preservative and will not protect your additives in soap. You can add the ROE directly to your oils in storage or you can add it to the oils as you are heating them in the soapmaking process. ROE is a thick green liquid and some people report that it gives the soap a bit of green tone, so keep this in mind when using it.
